Preface

　　In order to facilitate foreign enterprises to have a comprehensive understanding of the basic situation of Mudanjiang City, Mudanjiang Municipal Bureau of Economic Cooperation has compiled a guidebook for foreign investment in Mudanjiang City, aiming to further publicize and promote Mudanjiang City for the convenience of investors' reference and use.

　　Mudanjiang is the center city of southeastern Heilongjiang Province, known as "Mirror Park Scenic Spot, Snow Country of China, Sea of Forests and Snowy Plains", and has 6 counties (cities), namely, Suifenhe, Ning'an, Hailin, Muling, Dongning and Linkou, as well as 4 city districts, namely, Dong'an, Xi'an, Aimin and Yangming, with the area of 38,800sq. kilometers and the population of 2,290,000 people.    

　　Mudanjiang is an open city along the border. Mudanjiang is adjacent to Russia's Binhai Border Region, with a length of 210 kilometers, four national first-class ports, a hundred-year history of trade and economic relations with Russia, an annual cargo capacity of 39.5 million tons and a passenger capacity of 22 million, and is the only model city for Sino-Russian friendship and cooperation in China, a national demonstration base for transformation and upgrading of foreign trade in vegetables, and a pilot city for cross-border e-commerce retail imports in the whole country.  There are China (Heilongjiang) Free Trade and Experimental Zone Suifenhe Area, Suidong Key Development and Opening Test Zone, Comprehensive Bonded Zone, Mutual Trade Zone, Border Economy Cooperation Zone, Cross-border Economy Cooperation Pilot Zone, Bonded Logistics Center (Type B) and so on.

　　The major opening-up platforms include the Suifenhe Zone, Suidong Key Development and Opening-up Experimental Zone, Comprehensive Bonded Zone, Mutual Trade Zone, Border Economic Cooperation Zone, Cross-border Economic Cooperation Pilot Zone, Bonded Logistics Center (Type B), etc.

　　Mudanjiang is a transportation hub city. The G10 and G11 national highways and the Binsui and Tujia railroads run through the whole territory.  Musui High-speed Railway, Hamu Bus Specialty and Mujia Bus Specialty are in operation, and the high-speed railway will take 1.5 hours to Harbin, 4 hours to Shenyang and 8 hours to Beijing, and after the completion and commissioning of Mudun Bus Specialty, Mudanjiang will become a high-speed railway hub in the eastern part of Northeast China.  The airport is the second largest international air port in the province, opening 13 international and domestic flights to Seoul, South Korea and Beijing 、Shanghai、Guangzhou and Shenzhen, etc., the 2-hour aviation economic circle radiates Russia, Japan, South Korea and North Korea, and the "Hasui Fu Bu" land and sea transportation channel opens up a new outlet to the sea in Heilongjiang Province.  It is a model city of modern logistics in national circulation area and a regional circulation node city.

　　Mudanjiang is a resource-rich city. Mudanjiang is located in the world's golden jade rice belt, milk source belt and black soil belt at 45 degrees north latitude, with 5.32 million mu of green organic certified area, accounting for more than 50% of the arable land, and it is the capital of China's green organic food.  The production of edible fungus accounts for 34% of the province, and the production of black fungus accounts for 14% of the country, and it is "the city of edible fungus in China" and "the capital of black fungus in the world".  There are 34 kinds of proven minerals, with graphite reserves ranking first in China and marble and oil shale reserves ranking first in the province.  The province has the highest reserves of marble and oil shale. The forest reserve is 320 million cubic meters, and there is an average annual surplus of 50% in power generation, making it a transit point for the cross-border cable channel between China and Russia.It is a transit location for the entrance and exit of the Sino-Russian cross-border cable channel.

　　Mudanjiang is a famous tourist city. The forest coverage rate is 65%, which is 42 percentage points higher than that of the whole country. There are 9 national forest parks, 9 wetland parks above the provincial level and 9 nature reserves above the provincial level.  Tourism resources present "lake, forest, snow side of the common special red" seven major features, there are 14 4A-level scenic area, 5A-level scenic area, a strange and rare crater "underground forest", the world's largest volcanic lava weir lake - Mirror Lake, Bandit hero Yang Zirong fought in the place - the forest and snow plains, full of snowy winter interest of China Snow Township and other high-quality tourism resources renowned both at home and abroad, is the first batch of member cities of the World Tourism Cities Association, China's excellent tourist cities, China's tourism competitiveness of the top 100 cities, China's top ten ice and snow tourism cities.

　　Mudanjiang is a multicultural city. Mudanjiang is the place of residence of northern ethnic minorities, the birthplace of Manchu people and the third largest Korean settlement in the country. The culture of Yingge Ling in the Shang Dynasty and Zhou Dynasty, the culture of Bohai in the Tang Dynasty, the culture of Ningguta in the Qing Dynasty, the culture of immigrants in modern times, and the culture of intellectuals who developed and constructed the Northern Great Wilderness have been accumulated and inherited in this city. Revolutionary martyrs such as Ma Jun, the Eight Heroines and Yang Zirong fought bravely here, and the red secret transportation line of Suifenhe made indelible contributions to the Sixth National Congress of the Communist Party of China.  A large number of cultural and performing arts celebrities of Mudanjiang nationality, such as Jiang Kairu, Song Qingsong, Che hang, Han Geng, and Ear Gen, have emerged, including "Breaking into the East", "Spring Story", and "Entering the New Era".  Literary and artistic works such as "Crossing the Yalu River" and "Wisdom Takes Tiger Mountain 3D" have brought Mudanjiang to the whole country.   

　　Mudanjiang is a city of hopeful potential. 　　In 2022, the city's GDP will reach 925.7 billion yuan, a year-on-year growth of 3%; the value-added of industry will increase by 1.1%; the total retail sales of consumer goods will be 713.2 billion yuan, the second largest in the province; the total imports and exports will be 267.1 billion yuan, a growth of 11.3%; the general public budget income will be 73.1 billion yuan, a growth of 20.9%, the fastest growth rate in the province; the average disposable income per capita of urban residents will be 36,741 yuan, the third largest in the province; and the average disposable income per capita of rural residents will be 24,835 yuan, ranking first in the province for the 20th consecutive year.

　　The city has 55 townships and 887 administrative villages, with a rural household population of 974,000, and a landscape characterized by "eight mountains, half water, half field", with a total arable land area of 886,000 hectares, of which 85,000 hectares are at the municipal level.  In 2022, the income level of farmers in the city will continue to rise, with the disposable income per capita of rural residents reaching RMB 24,835, a year-on-year increase of 3.3%, ranking first in the province.  The city has formed a characteristic advantageous industry with edible fungus, vegetables, animal husbandry, forest economy and Chinese herbal medicine as the main industries.

　　Foreign trade .  In 2022, the city's total import and export amounted to 267.1 billion yuan, an increase of 11.3% over the same period.  Among them: total export amounted to 120.7 billion yuan, up 40.8%; total import amounted to 146.4 billion yuan, down 5.1%; import and export to Russia amounted to 202.85 billion yuan, up 15.1%; import and export to Japan amounted to 4.76 billion yuan, down 22.4%; import and export to South Korea amounted to 3.06 million yuan, up 41.9%.  Economic and Trade Ports.  There are 4 national first-class ports, namely, Mudanjiang Air Port, Suifenhe Railway, Suifenhe Highway and Dongning Highway, with an annual cargo capacity of 39.5 million tons and passenger capacity of 22 million.
